This “letter addressed the need for a solid re-affirmation of the importance of CIDA’s responsive programming (Partnership Branch) as well as the imperative need for clarity in respect of processes and standards used to judge funding proposals. These are all policy issues which have emerged from the KAIROS experience.
Especially the letter argues for flexibility when it comes to themes so that Canadian NGOs can respond to partner defined priorities.
