Federal Aboriginal policy and commentary

Throughout 2003 the federal government's "suite" of Aboriginal
legislation, including the First Nations Governance Act, the Specific
Claims Resolution Act and the Fiscal Relations Act, generated fierce
opposition from Aboriginal peoples who saw the proposed bills as
a threat to their inherent and treaty rights.
In solidarity with Aboriginal organizations and communities, KAIROS
launched an education and action campaign to raise awareness and
understanding of the proposed legislation, as well as Aboriginal
opposition and alternatives to the bills.
Opponents of the First Nations Governance Act, Bill C-7, breathed
a sigh of relief when Prime Minister Paul Martin announced he would
not revive the legislation, which died on the order paper when Parliament
was prorogued in December. But it's still not clear what the federal
government intends to do with the other two pieces of the package.
The Specific Claims Act, Bill C-6, received Royal Assent despite
almost unanimous opposition from First Nations and their supporters.
Some Aboriginal organizations, including the Assembly of First Nations
say they will contest the legislation. Bill
C-19, the Fiscal Relations Act, remains in parliamentary limbo.
